Part One
The creed of Ahl al-Sunnah wa-l-Jamāʿah in summary
First Issue: The Word Qadam (قَدَم) and Rijl (رِجْل)
Qadam (قَدَم) in the language is the foot, the part on which a man stands, and rijl (رِجْل) is the leg and foot together, and the Arabs use one for the other. From qadam come taqdīm and iqdām, putting forward and going forward. The word is also used for a precedence or a good standing, as Allah said: “that they have a qadam of truthfulness with their Lord”, and that use is built on the word and construed with truthfulness. In the ḥadīth below neither word has anything of that construction. The verb is “He places”, the place is the Fire, and the Fire answers. The Messenger ﷺ used both words of the same event, as the narrations show, and so one explains the other.
Part Two
The texts of the Qurʾān and the Sunnah
Second Issue: The Foot in the Sunnah of the Messenger ﷺ
The Prophet ﷺ said of the Foot what he said of the Hand, with an action tied to it, and the rule for one is the rule for the other. The reports of Ibn ʿAbbās on the Kursī as the place of the two Feet are given in the chapter on the Kursī.
Al-Bukhārī reported in his Ṣaḥīḥ, from Anas, that the Messenger of Allah ﷺ said:
Hell will keep saying, 'Is there more?' until the Lord of Might places His foot in it; then it will say, 'Enough, enough — by Your might!', and its parts will be drawn together.
al-Bukhārī, al-Ṣaḥīḥ no. 6661 (Sulṭāniyyah 8/134–135), from Anas

He places His Foot in it, and it says “Enough, enough”. Those who say that the Foot means a group of people have to explain how a group is addressed by Hell in this way, and they have not done so.
Abū Hurayrah has the same event in the other word, with the end of the matter and the justice that closes it.
Al-Bukhārī reported in the tafsīr of Sūrat Qāf, from Abū Hurayrah, that the Prophet ﷺ said:
⦗١٣٩⦘
بَعْضُهَا إِلَى بَعْضٍ، وَلَا يَظْلِمُ اللهُ
As for the Fire, it will not be filled until He places His Foot, and it says: Enough, enough, enough. Then it is filled, and its parts are drawn together, and Allah wrongs none of His creation.
al-Bukhārī, al-Ṣaḥīḥ no. 4850 (al-Sulṭāniyyah 6/138–139)

The Fire asks for more, as Allah said in Sūrat Qāf. It stops when He places His Foot in it. The Fire is not filled by people in that moment, because the ḥadīth has just said that it is still not filled, and it is drawn together on itself. And Allah wrongs none of His creation: nobody is thrown in to fill it who does not deserve it. That last clause answers those who say that the Foot is a people sent into the Fire, as the refutation below shows.
Part Three
The statements of the Salaf
Third Issue: The Imams of Ḥadīth on the Foot
Ibn Khuzaymah gave the attribute a chapter of Kitāb al-Tawḥīd, and he headed it in words that leave no doubt what he thought of those who deny it. He began with a verse that is not usually read for this.
Ibn Khuzaymah said in Kitāb al-Tawḥīd:
Chapter: mention of the affirmation of the Foot for Allah, Mighty and Majestic, even though the noses of the Muʿaṭṭilah, the Jahmiyyah, be rubbed in the dust, those who disbelieve in the attributes of our Creator, Mighty and Majestic, which He affirmed for Himself in the firm verses of His revelation and upon the tongue of His chosen Prophet ﷺ. Allah, Mighty and Majestic, said, mentioning what some of the disbelievers call upon besides Allah: “Do they have feet with which they walk? Or do they have hands with which they strike? Or do they have eyes with which they see? Or do they have ears with which they hear? Say: Call your partners.” So our Lord, Majestic and Exalted, has informed us that whatever has no foot, no hand, no eye and no hearing is like the cattle, or even further astray. So the Muʿaṭṭilah, the Jahmiyyah, who are worse than the Jews, the Christians and the Magians, are like the cattle, or even further astray.
Ibn Khuzaymah, Kitāb al-Tawḥīd 1/202
Source, chain and authenticity
This is the verse of Sūrat al-Aʿrāf, in which Allah shows the falsehood of the idols by what they lack. The argument of Ibn Khuzaymah is that of Aḥmad on the speech: whoever empties the Lord of these has made Him like what the mushrikūn worship. And Abū ʿUbayd, the imam of the language, listed the Foot in Hell among the ḥadīths that the people of ḥadīth and the jurists have carried from one another, in the report given in the chapter on the Kursī.
Part Four
The claims of the opponents and their refutation
“The Foot means a people sent into the Fire”, or “a foot of truthfulness”, or “the one named al-Jabbār”
The claim
Said by the later Ashʿarīs and Māturīdīs, and named among their interpretations by the sons of Shaykh Muḥammad ibn ʿAbd al-Wahhāb
“‘Until He places His Foot in it’ cannot mean a foot. It means a people He has sent forward to the Fire, or a ‘foot of truthfulness’, or the one named al-Jabbār is some arrogant man of the creation.”
Its origin The Jahmiyyah.
The response
These explanations are all set out in one place by al-Khaṭṭābī, and al-Bayhaqī reports them from him in al-Asmāʾ wa-l-Ṣifāt. Al-Khaṭṭābī says first why he is giving them: Abū ʿUbayd said that we narrate these ḥadīths and do not go looking for meanings, and that he himself would not go forward where those greater than he held back, but that the people of his time had become two parties, one denying the reports and the other going so far with their apparent sense that it nearly brought them to likening. Then he gives his explanations.
Al-Bayhaqī reported in al-Asmāʾ wa-l-Ṣifāt from al-Khaṭṭābī:
The mention of the foot here can mean those of its people whom Allah has sent forward to the Fire, by whom the number of the people of the Fire is completed. Everything that you have sent forward is a qadam, as what you have demolished is called hadm and what you have taken is called qabḍ. And from this is His saying, Mighty and Majestic: “that they have a qadam of truthfulness with their Lord”, meaning the righteous deeds they have sent forward. The like of this meaning is reported from al-Ḥasan. And it is supported by his saying in the ḥadīth: “As for Paradise, Allah will produce a creation for it.” So the two meanings agree: that each of Paradise and the Fire is supplied with an increase in number by which the number of its people is completed, and then it is filled.

That is for the word qadam. The Prophet ﷺ also said rijl, and rijl cannot be sent forward, so al-Khaṭṭābī needed another explanation for it.
He said:
Some have interpreted the rijl along these lines, and they said that what is meant is the completing of the number of the group that deserved to enter the Fire. He said: The Arabs call a swarm of locusts a rijl, as they call a group of gazelles a sirb, a group of ostriches a khayṭ, and a group of donkeys an ʿānah. He said: And though this is a name particular to a swarm of locusts, it can be borrowed for a group of people by way of likening. And borrowed speech, transferred from its place, is plentiful, and the matter is well known among the people of the language. Abū Sulaymān said: And there is another way in it, which is that these names are similitudes by which meanings are affirmed in which the apparent names have no share in reality. All that is meant by placing the foot upon it is a kind of restraining it and calming its fierceness, as one says of a thing he wants to erase and abolish: I have put it under my foot.

So on this explanation the word in the ḥadīth is the name of a swarm of locusts, borrowed for a crowd of men. Read the sentence of the Messenger of Allah ﷺ with this substituted: “The Fire will not be filled until He places His swarm of locusts in it.” This is what a learned man has come to, and his reason was fear of the word “foot”.
The second is on “I have put it under my foot”. The Prophet ﷺ said at the conquest that every claim of the Jāhiliyyah was under these two feet of his. He said “these two”, and he has feet. The figure belongs to a man who has feet, and that is how it was understood. A man who has no feet does not say it. So he has taken a figure which depends on the reality in order to deny the reality. And he has said that the Fire is restrained by something other than itself, by a thing that is placed. Who places it, and what is placed?
The third is on his example. He brings the line of Imruʾ al-Qays in which the night stretches out its spine, and he says that there is no spine there. Everyone who hears the poet knows that a night has no spine, for it is a night. Nobody knows that of the Lord except by having decided it first. He has compared the Prophet’s saying ﷺ about Rabb al-ʿIzzah to a poet’s saying about the dark.
The fourth is the rule that he gives at the end, and it is the most useful thing in the passage. He asks himself why he does not treat the Hand and the Face in the same way.
He said:
The principle is that every attribute that the Book brought, or that is authentic by mass-transmitted reports, or that was reported by a single route and has a root in the Book or goes along with one of its meanings, we affirm, and we take it according to its apparent sense without giving it a modality. And what has no mention in the Book and no root in mass transmission and no connection with the meanings of the Book, and comes by a single route, and if we took it according to its apparent sense it would bring us to likening, we interpret by a meaning that the speech can bear and by which the meaning of likening is removed. This is the difference between what has come of the mention of the Foot, the rijl and the Shin, and the Hand, the Face and the Eye.

So the Hand, the Face and the Eye are taken according to their apparent sense without a modality, by the admission of the man from whom the later Ashʿarīs take their explanations of the Foot. That rule condemns all of them on the Hand, the Face and the Eye. As for the Foot, his distinction does not stand. The Shin is mentioned in the Book in the verse of al-Qalam. The Foot has the verse of Sūrat Qāf behind it, in which Hell says “Is there more?”, and it goes along with the meaning of that verse, as he himself requires. It is agreed upon in the two Ṣaḥīḥs from Abū Hurayrah and Anas. And his fear of likening is what the Hand has too: if it can be taken without likening in the one case it can be taken without likening in the other. He said that those who hold back did so out of awe, and the imam he named, Abū ʿUbayd, held back and went looking for no meaning. He went forward where Abū ʿUbayd stopped, and he says so.
Their books give three explanations of the ḥadīth, and all three have to get rid of the pronoun. The first says that the Foot is a group of people whom Allah has sent forward to the Fire, as the word qadam is said of those who go before. The second says that it is the “foot of truthfulness” of the verse, or the good standing of someone. The third says that “the Compeller” in the narration of Anas is one of the arrogant men of the creation, who is thrown in and fills it.
The first is answered by the ḥadīth. Hell keeps saying “Is there more?” while it is being filled with those who deserve it. If the Foot were one more group of them, then Hell would say “Is there more?” of them as well. The ḥadīth says that it stops at this. And Abū Hurayrah’s wording ends: “and Allah wrongs none of His creation.” A people thrown in to fill the Fire would be the thing that the sentence denies.
The second reads into the ḥadīth a word from a verse which is in a different construction. The verse has a qadam of truthfulness that people have “with their Lord”. In the ḥadīth, Rabb al-ʿIzzah places His own Foot. And the narrations have rijl in the same place, and nobody says that a rijl is a good standing.
The third is the invention of a man who could not bear the verb. Rabb al-ʿIzzah is the wording of the narration of Anas that was quoted above. No arrogant man is called by that name, and the Fire does not swear by the ʿizzah of one of its own inmates.
Their reason for all three is the claim that a Foot is a limb. The answer to that is given in the chapter on the Hands, and it is the same answer here. Ibn ʿAbbās said that the Kursī is the place of the two Feet, and the chapter on the Kursī gives the chain.
